INTRODUCTION

The higher institutions of learning have the duty to create new knowledge; such as advancements in technology, awareness through research and teaching, so as to foster economic development, and as the agents of change in the local and regional communities.  They are crucial to society. Access to quality education for all is crucial for sustainable development and a pre-requisite of other key goals. Higher education has been known to facilitate social mobility, empower people through critical thinking and provide them with skills needed in a rapidly changing labor market. Great authors like Nelson Mandela, Norman Vincent Peale, Steven Covey, Napoleon Hill, Dale Carnegie, and Barack Obama in their writing hailed education as the cornerstone of any successful society as an equalizer. Quality education provides the foundation for equity in the society; it empowers the citizens and enables them to contribute to the social economic development of a country. Of critical importance is the role of universities and TVETs in tackling the biggest threat that faces humanity today – Climate Change (CC).

Progressive governments ought to unreservedly invest in quality public education. However, the Covid -19 Pandemic has brought into sharp focus the threat of such a pandemic to the sustainability of the funding for public institutions of higher learning, which rely on government aid for their funding.

One of the urgent requirements that Covid 19 has brought into focus is the need to ensure the development of fund-raising structures that can outlive such calamities while rising to the climate change challenge into sustainability. Learning has been seriously affected due to scarcity of funding, caused by the economic upheavals associated with the pandemic. There is therefore the need to re-think acquisition of financial resources for the sustainability of such institutions, going forward. With access to sufficient resources whether ‘cash or kind’, higher education institutions have great potential to collaborate with government, businesses and civil society to not only maintain long term sustainability of the institutions but also transition towards a zero-carbon economy where all people can thrive.

Research shows that the world needs to cut its emissions at least in half by 2030 towards a net-zero by mid-century to prevent the worst effects of climate change. Yet despite this urgency and the massive economic and health benefits of taking climate action, most countries, business, states, cities, universities, TVETs, industry players and the citizens at large have yet to make economic and societal shifts required to secure a better future for all (WRI). Sustainability is about Consciousness!

Currently, Kenyan public universities, like many others in Africa, are reeling in debts. Many are unable to pay salaries on time, remit statutory obligations for health and pensions, and provide adequate faculty teaching and learning facilities, as well as student accommodation and support services. By December 2020, Kenyan universities’ overall debt to the government in form of pension schemes, health insurance premiums, savings and credit cooperative society contributions and taxes stood at about $390 million. In the last financial year, the government reduced the capitation by 18.5 percent. The case and proposals for alternative modes of funding universities and tertiary education therefore becomes critically urgent, for them to remain afloat. This comes at a time when it is increasingly becoming appreciated that this is the era of digitalization and automation, as well as globalization, which implies that academic institutions can only remain relevant if they produce uniquely highly skilled people.

JUSTIFICATION /RATIONALE

Funding higher education and related activities in Africa, for example in Kenya, has been inadequate and without effective coordination mechanisms in the face of competing demands for the national budget. On the other hand, Kenyan public institutions have plenty of resources which they could exploit for income-generation, which are not optimally utilized while at the same time utilizing the same to play a significant role in the fight against the Global Changing Change.

For instance, public universities in Kenya have the land [collateral – that can be turned into university agribusiness units for increased revenue and agroforestry plantations that can act as huge carbon sinks], intellectual capacity, potential for international goodwill and cooperation, and access to the economies of scale to quickly generate plenty of revenue. There are some institutions within the global arena to benchmark with, on how to transform these institutions from fund dependency into donors and into Sustainable Institutions of Learning.

The onus is for universities to forge a strong link with industry, corporates and civil society as a way of seeking strategic models for stronger partnerships that enable them build their financial ‘muscle’ to sustainability. It is also envisaged that with strategic mutually beneficial partnerships, arrangements with Institutions in the developed world, the quality of products and services provided would rapidly improve towards perfection and efficiency; e.g., in the manufacturing, legal, ICT, hospitality, medicine and agriculture sectors while taking cognizance of a changing climate and global pandemic at hand. Towards this end, Innovative Resource Mobilization Mechanisms for higher education have been recognized as crucial to successful implementation of the objectives of national development.

Statement of the Problem

Findings from cross-country studies in selected parts of Africa have clearly stipulated that there exists critical issues and challenges surrounding Student Industrial Attachment & Internship Programs. These studies allude that often students undergo divergent challenges during their attachment & internship period. The disconnectedness and compartmentalization of economic sectors expected to work and operate in tandem and in synergies with each other augment the problem further. These challenges include but not limited to; Mind-Set on the Shortage of Industrial Attachment & Internship Places for Students; Inadequate Knowledge and Skill on the Role of Induction Training for Industrial Attachment & Internships; Lack of Sufficient Goodwill to include Induction Training Policy for Agriculture as an Industry in a Range of Policies; Employers Reluctance to take Students on attachment & internships; Low Quality Supervision and Assessment on Suitable Assessment Techniques that is expected to Triangulate among Lecturer, Student and the Workplace Supervisor for ‘Beneficiation’ and Value Addition; Inadequate Finance to carry out Well-Structured and Planned Academic Attachment & Internship Training Programs for Students; Insufficient Resources to Sustain Students’ during Attachment & Internship; and Inadequate Preparedness of Students for ‘Rough and Tough’ On-The-Job Training for Work Environment [employed or self-employed; formal or informal] among others.

SCOPE OF REGIONAL REPRESENTATION

The Conference brings together representatives from Kenya, Uganda, Tanzania, Rwanda, Burundi, Malawi, Mozambique, Mauritius, Cameroon, Congo, Zambia, Liberia, Zimbabwe, Nigeria, Senegal, Eritrea, Ghana and Ethiopia.

Vice-Chancellors, Deputy Vice Chancellors, Departmental Heads, Departmental Chairs, Higher Education Policy Makers, Scholars, Researchers, Technical Directors & Assistant Technical Directors from TVET Institutions, Business Leaders, Board Chairpersons, NGO Founders & Top Management, County Government Sector Heads, Chief Executive Officers, General Managers, Executive Directors, Deputy Executive Directors & Chief Operating Officers, Company Founders & Co-founders, Economic Development Consultants, Senior Managers & Directors of Financial Institutions and Top Lead Entrepreneurs.

Methodology

Starting from the 1st Regional Conference dubbed “Funding Beyond Government Aid for Sustainable Universities, TVETs & Industry Players in East, Central & West Africa – [FBGA 2022]” as the beacon of stakeholders’ engagement, the road map entails a 1-year assignation of a select of 30 universities [10 from each region], 90 NGOs [30 from each region] and 300 industry players [100 from each region] spread across East, Central and West Africa, in piloting of 3 collaborative University-Faculties -Student -based initiatives in areas of Environment & Climate Change, Animal Welfare, Industry & Trade. The initiatives are USAWI4Afrika -will focus on animal welfare and community development [https://inaps.net/usawi/], SUSSPAC -will focus on harmonizing processes of sustainable packaging and e-waste and bio-waste management [https://inaps.net/susspac/] and Youth in Blue Economy Supply Chain [Y-BESC] -will focus on increasing the integration of students & youth in the untapped blue economy supply chains across the 3 regions, respectively. These projects cannot be rolled out without the involvement of institutions and organizations from the academia, industry and civil society spheres. The initiatives directly focus on the wider agriculture sector laying emphasis on the surrounding enabler sectors to accelerate its performance such as manufacturing, energy, supply chain, packaging, infrastructure, tourism, quaternary and service industries.

Further the meet up aims to discuss, strategize and make recommendations geared towards paving way for re-establishment and re-alignment of unique, innovative and collaborative resource mobilization & aggregation models. This is with a focus on creating capacity to attain economically sustainable institutions of learning, solid corporations and impactful civil society that pay key attention to a global changing climate way ‘beyond’ the traditional high reliance and dependency on government aid in the era of contemporary Global Climate Change and COVID-19 pandemic.

OVERALL OBJECTIVE FOR THE FBGA 2022 CONFERENCE

Based on the above background therefore, INAPS [www.inaps.net] in collaboration with a Steering Committee derived from different spheres of academia, industry and civil society have mooted a tripartite-modeled-initiative, where through collaborative approach of the industry, universities and civil society intend to accelerate the transformation agenda among other sectoral concerns. Through a pyramidal approach, the overarching objective of these initiatives is to encourage, motivate and accelerate the production of a young breed of Critical Thinkers from Sub Sahara Africa that drive such economic agendas into sustainable development. We believe that these young critical thinkers must be able to apply their knowledge into action from Day-1 of their graduation and become relevant in tackling the ever-changing societal issues well-articulated by the performance of the industrial sector within the continent of Africa.

  2. Learn from Existing Global Successful Models of Sustainability.
  3. Explore Long-term Sustainability Opportunities for Exploitation from East, Central and West Africa.
  4. Seek Innovative and Collaborative Mechanisms and Strategies of Collectively Tackling Effects of Climate Change among the Academia-Industry-Civil Society.
  5. Unveil & Commission “The Gem of Sustainability Award; commonly referred to as ‘GESU Excellence Award’ carries the motto: A Mark of Excellence in Collective Synergy Merge for Sustainable Climate Change Action in Africa”.

CONFERENCE FORMAT & EXPECTED HIGHLIGHTS

Based on the regional scope and status of the conference, the organizers have made it possible for both in-person and virtual participation from envisaged participants across the region of East-Central & West Africa and beyond.

The conference envisages in-person participation (at venue) of 2000 participants and virtual participation of >5,000 participants.

The conference will be a hybrid event that will involve keynote speeches, presentations, group work, open sessions and interactive panel discussions by top leaders from institutions of learning, corporates and civil society; policy makers, experts, and influencers. Innovative Academic Placement Solutions [INAPS]

INAPS is a Private Limited Company registered in Kenya in 2018, operating in Kenya. Its Head Quarter Offices are based at Thika, Kenya with 4 satellite offices located in 6 counties of Kenya. Its core business is creating an enabling environment in which students, youth out of school, tutors, mentors; employers [formal, informal] interact, learn, share and communicate about career and entrepreneurship opportunities across Africa, easing transition between graduation and unemployment into progressive and sustainable careers. INAPS operates, collaborates and supports selected activities and programs that promote employability and self-reliance of University, College and Tertiary College Graduates as well as organized Youth Groups at Village Level under the age of 35.

Since its inception, INAPS has trained, facilitated and conducted industrial attachment and internship placement for over 3000 youth across the country having worked closely with 5 main public Universities and Colleges in Kenya for the above endeavor. This is in addition to successfully delivering over 600 youth to industries between 2019 and 2021. In addition, INAPS identifies the needs of industry at County Level and tailor makes Youth Employment and Business Entrepreneurship Initiatives in Agriculture & Small Holder Farmer Initiatives suited to these regions.

INAPS achieves this through competitively sourcing for and identifying promising fresh graduates from recognized colleges, universities and tertiary institutes across counties and match makes them with a Consortium of Potential Employers [CPEs] for attachment, internship or job placements in rural, urban and peri-urban areas. INAPS is currently training 150 Young Resource Professionals for placement within an ongoing project dubbed “Youth in Agribusiness-as-Ward-Extension Agents [YAWEAs Initiative, Samburu County – Kenya]”. INAPS is endowed with a wealth of professional networks across Eastern Africa with 18 Resource Professionals and Subject Matter Specialists operating directly within its main office and satellite offices.

INAPS sits within one of the National Industrial Training Authority (NITA) Sector Training Committee (STC) where it provides value towards the transformation of industrial attachment in Kenya in support of the National Industrial Training Board’s (NITB) mandate.

Presently, INAPS is driving the process towards the development of “Reference ‘Guide’ Manual of Agriculture Student Industrial Attachment and Internship Programs in Kenya” in partnership with National Industrial Training Authority [NITA].
